The HCCPTA is chartered to serve, train and mentor all of the local PTAs and PTSAs in Harford County.  HCCPTA is chartered by Maryland PTA as an advisory organization.

Council Bylaws, Article V, Section 1

The purposes of this Council PTA are to:

Promote the purposes and interests of Maryland PTA,

Unify and strengthen the local PTAs within its area,

Provide for annual boardsmanship, ethics, and leadership training and coordination of the efforts of the local PTAs within the Council boundaries,

Encourage programs and projects in the various local PTAs which will carry out the mission and purposes of PTA,

Assist in the formation of new PTAs according to the plan of Maryland PTA, and

Promote the interests of National PTA and Maryland PTA.
